NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, College of Distance Education (CDE), Naval War College has a requirement to conduct two FKC/SW and other courses, with workshop and travel in accordance with the provided statement of work. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The qualifications for this position are unique in that they require a combination of professional education, joint and naval warfare operational experience, familiarity with the Naval War College (NWC) missions and functions, and experience and competence in teaching the NWC curriculum at the graduate level using the NWC methodology. The following Knowledge, Skills and Abilities specific to these courses are: a. Ph.D. in Military History, International Relations, National Security Affairs, Strategic Studies, or related field - Desirable b.
