AI Contract Overview
The 181st Intelligence Wing, Indiana Air National Guard, intends to award a sole source purchase order under FAR 13.106-1(b)(1) to Advantor Systems Corporation for the procurement and installation of two Advantor IG2 FIPS Processors, two Advantor LAN Processors, and five Advantor Expansion Modules, all of which must interface seamlessly with the existing Advantor Central Station. This decision is grounded in the unique and highly specialized nature of the required equipment, which is proprietary to Advantor Systems Corporation and cannot be replicated or replaced by any other vendor due to patented integration protocols, system accreditation requirements, and technical dependencies that ensure mission-critical continuity. The sole source justification is supported by the absence of alternative suppliers capable of meeting the stringent compatibility and operational standards of the current Advantor Tech Upgrade 37_40 environment, making competition infeasible. The contract will be awarded on a firm fixed price basis under funding classified as O&M, Army, with performance designated to occur at the installation located in Terre Haute, Indiana. Potential offerors are required to submit a capability statement via email to jacob.johnson.46@us.af.mil no later than June 26, 2026, at 2:00 PM Eastern Standard Time, with all attachments combined not exceeding ten megabytes in total size. Submissions must be in Microsoft Word or Adobe PDF format only, and the Government reserves the right to determine whether responses justify competition or affirm the necessity of proceeding with a sole source award without obligation to consider inquiries or questions as formal proposals. No competitive evaluation factors, weights, or cost-performance trade-offs will be applied, as the award decision is based exclusively on technological exclusivity and accreditation necessity. The Contracting Officer, 1st Lt Jacob Johnson, and the ESS NCOIC serve as the primary and technical points of contact, respectively, with no additional packaging, marking, preservation, or invoicing protocols specified beyond the submission requirements. Neither vendor size status, socioeconomic certifications, nor unique entity identifiers are provided or required for this procurement, which hinges entirely on technical uniqueness rather than commercial or regulatory compliance categories.
