PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.   THIS IS A NOTICE OF INTENT (NOI) TO AWARD A SOLE-SOURCE CONTRACT.   THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. 


The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price, commercial product, purchase order to Ash Technologies US, LLC, [CAGE Code 20F25], 1300 L Street, NW, Suite 975, Washington, DC, 20005-4107 for the Omni Vantage 4K Digital Microscope System.  The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.


Standardizing on the Ash Omni platform is essential to maintain consistency, repeatability, and quality control across all inspection operations.  TExU already operates on an existing Omni system, and additional instruments are required to meet the growing workload demands while preserving uniform workflows, measurement methods, and operator proficiency.  [The justification has been attached to this solicitation.]


This notice will be distributed solely through the SAM.gov website.  Interested parties are responsible for monitoring the SAM.gov website to ensure they have the most up-to-date information about the acquisition.  The associated North American Industrial Classification System (NAICS) code for this procurement is 334516: Analytical Laboratory Instrument Manufacturing; and the Product Service Code is 6640: Laboratory Equipment and Supplies.


All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 7:00 AM (EST) on 23 July 2026.  Information received will be considered solely for the purpose of determining whether to conduct a  competitive procurement.  Telephone requests will not be considered.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.  Responses shall include the firm’s Unique Entity ID (UEI) number and their Business Size. 


A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  No reimbursement for any cost connected with providing capability information will be provided.  The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.


Vendors must be registered in SAM, (effective July 29, 2012), to receive government contracts.  The FBI utilizes a financial system that has a direct interface with SAM.  Please ensure that your company’s SAM information is updated and accurate.  This includes the TIN, EFT, DUNs, UEI, addresses, and contact information.  The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
