The Navajo Area Indian Health Service’s Tsaile Health Center plans to award a non-competitive, sole source contract to ScriptPro USA, Inc. for the provision and ongoing support of a Compact Robotic Prescription Dispensing System. The performance period for this procurement is set from January 1, 2026, to December 11, 2026, with the possibility of three additional one-year option periods. The purchase falls under NAICS code 339112, which covers surgical and medical instrument manufacturing, and is justified because ScriptPro is the only provider capable of ensuring continued patient care using the current on-site robotic dispensing system. This integrated system is already installed and actively used by pharmacy staff, interfacing with the RPMS system to streamline and secure the medication dispensing workflow. Disruption to this system or replacement with a different product would significantly impact patient care and pharmacy operations. The notice explicitly states that this intent to award is not a call for competitive proposals, and no solicitation for quotes will be issued. Any party interested in contesting the sole source must provide compelling evidence that competition would benefit the government. However, the government maintains sole discretion in deciding whether to pursue competitive procurement based on responses received by the closing date of November 19, 2026. Any non-proprietary information submitted in response may be used for any resulting solicitation, but responses to this notice alone will not be considered adequate to establish competition. The contract is managed out of Window Rock, Arizona, with Tsaile, Arizona as the place of performance, and further inquiries can be directed to the specified point of contact at the Navajo Area Indian Health Service.

Notice of Intent to Award / Sole Source

The Navajo Area Indian Health Service, Tsaile Health Center intends to award a non-competitive, sole sourced purchase order to ScriptPro USA, Inc., for Compact Robotic Prescription Dispensing System services.

The anticipated period of performance is from January 01, 2026 to December 11, 2026 with three one-year option periods. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339112- Surgical and Medical Instrument Manufacturing with a small business size standard of 1,000 employees.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care.  The proposed contractor's equipment is currently on-site, fully installed, and is currently being used by Pharmacy staff to provide direct patient care testing services. The ScriptPro system is proficient with RPMS and manages the automated dispensing system workflow. Tsaile Pharmacy Department effectively checks in patient(s) while Pharmacy Techs operate ScriptPro's robotic medication dispensary to match doctor scripts with RPMS system. If the ScriptPro machine support services are down or unavailable, the pharmacy team is not able to support direct patient care services for medication dispensing. Changing out systems would negatively impact direct patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.  Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
