The Marine Corps Systems Command plans to negotiate a sole source modification to contract M67854-09-C-6006 with BAE Systems, Land and Armaments LP, based in York, PA, for upgrades to the Assault Amphibian Vehicle (AAV). This modification focuses on enhancing the vehicle's survivability, command, control, communications, computers, and intelligence (C4I) systems, as well as improving environment and habitability features. These upgrades, considered an ACAT III level program, aim to address critical capability gaps and improve overall combat effectiveness in line with the Marine Corps Ground Combat and Tactical Vehicle Strategy. The program leverages existing technologies and will be implemented through Engineering Change Proposals in AAV P7 variants, encompassing improvements such as upgraded armor, blast mitigating seats, fire suppression systems, electronic warfare countermeasures, enhanced communication systems, and improved crew comfort and safety features. The total estimated value of this effort is $676.6 million to be expended over five fiscal years. The acquisition is intended to be awarded directly to BAE Systems due to their unique technical expertise, corporate knowledge, and existing production capabilities as the original equipment manufacturer and prime sustainment contractor. Although this notice is not a request for competitive proposals, other interested parties may submit written expressions of interest and demonstrate their qualifications by a specified deadline. The government will consider these responses solely to determine whether to proceed with a competitive procurement. The final decision to award without competition remains at the sole discretion of the Marine Corps.
