The Joint Program Executive Office for Biological Defense, through the Chemical-Biological-Medical Systems Project Management Office, intends to award a sole-source contract to Baxter Healthcare Corporation for the acquisition of two autopheresis systems. These systems are essential for collecting leukoreduced blood plasma from laboratory animals, fulfilling a critical requirement. The Government has determined that Baxter Healthcare is the only responsible source capable of meeting this need, invoking the sole-source acquisition authority under federal regulations, and this procurement will follow procedures for acquiring commercial items and simplified acquisition. Although the contract is primarily intended for Baxter Healthcare, the Government invites any other interested parties who believe they can meet the requirements without substantial duplication of cost to submit detailed capability statements by the specified deadline. These submissions will be considered, but the decision not to compete further rests solely with the Government. This action excludes allied participation and is not a formal solicitation for proposals, but an informational notice announcing the intent to award the contract. The contracting office handling this procurement is located at the U.S. Army Space and Missile Defense Command in Frederick, Maryland, with a designated contact person available for inquiries.
