The United States Broadcasting Board of Governors intends to award a sole source contract to Optimal Satcom, Inc. for the procurement and maintenance of COMPLAN and STAR software suites. These specialized satellite engineering tools are used to analyze Frequency Division Multiple Access transmission plans, manage satellite communications networks, and perform comprehensive link budgets and interference analyses. The agency has utilized these specific tools since 1995, noting that they are the only commercially available products capable of integrating actual satellite characteristics and global climate data to ensure precise broadcast performance and effective resource utilization. The scope of the software maintenance includes floating network licenses, auxiliary laptop seat licenses, technical support, upgrades, and training. Under the statutory authority of 10 USC 2304(c)(1), the government has determined that only one responsible source can satisfy these requirements. While this is not a request for competitive proposals, interested parties were permitted to submit capability statements to the contract specialist by June 29, 2018, provided they could offer clear and convincing evidence that competition would be advantageous to the government.

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACTS THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or a solicitation or request for offers. This is a notice of intent to award sole source contracts under the statutory authority of 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Broadcasting Board of Governors (BBG) intends to negotiate on a sole-source basis with Optimal Satcom, lnc.s COMPLAN 600 Herndon parkway, suite 100 Herndon, Va. 20170 is a satellite engineering tool for analyzing Frequency Division Multiple Access (FDMA) transmission plans on multiple frequency reuse satellites. COMPLAN allows users to interactively assign frequencies and power levels to carriers so that required performance levels can be achieved with the minimum amount of power. COMPLAN also considers the effects of thermal noise, adjacent carrier and co-channel interference noise, rain impairments, etc. The software can plot a variety of data, as well as calculate link budgets. The STAR suite is used to help manage satellite communications networks and provides data analysis, data reporting, and mapping capabilities. The ST AR suite includes a comprehensive database containing thousands of pieces of information on the INTELSAT and New Skies satellite systems and is useful for performing link budgets, analyzing satellite coverage, performing rain analyses, analyzing the effects of satellite inclination, and plotting antenna beams on a world map. Software maintenance for each software package includes: l) two floating network licenses, 2) two user auxiliary laptop seat licenses, 3) technical support, 4) software maintenance, 5) software upgrade licenses, and 6) technical training. TSI has used COMPLAN and STAR exclusively since September 1995 to analyze and plan the carrier use within a satellite transponder. A unique feature of these analysis tools is that the user can load the actual satellite characteristics including gain grid files, global climate data and rain models into the tools to conduct a comprehensive analysis of broadcast performance and required receive antenna size over the entire broadcast coverage area displayed on coverage maps. This provides more precise results when compared with the point analysis of a simple link budget calculator in other products. In addition, these are the only known commercially available tools that can perform a comprehensive interference and intermodulation analysis that results in reliable link budgets and results in the more effective utilization of satellite resources for a specified level of service. COMPLAN and STAR are the only products available which satisfy the Agency's requirements. These software packages are an integral part of the planning and analysis efforts of TSI and can only be supported and maintained by Optimal Satcom Inc. A determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, which will be considered by the agency; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties desiring to submit a capability statement may submit one by e-mail to India Milledge at contact@example.gov not later than 12:00 PM (EST), Friday, June 29, 2018. Telephone inquiries will not be accepted.
