Full Description

This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price contract on a sole source basis to Crain Communications, Inc, 1155 Gratiot Detroit, MI, 48207-2732 (DUNS: 005065891) in accordance with FAR Part 12 and FAR Subpart 13.501. The mission of PBGC�s Policy, Research and Analysis Department (PRAD) is to develop policy for PBGC's insurance programs and conduct related research and modeling. Policy activity encompasses legislative and regulatory analysis and proposal development related to benefit guarantees, employer liability, and premiums. Research addresses actuarial and financial issues to support policy development and involves modeling for forecasting purposes. The auditors in PRAD require access to a pension and investment-specific research database which will provide information needed to support a legally mandated audit and address the above. PBGC requires products to support the agency mission. The offeror shall provide a pension and investment-specific research database which will provide information needed to support a legally mandated audit. It is anticipated that an award will be issued on or before September 30, 2020, with a one (1) year base period and two (2) one (1) year option periods of performance from September 30, 2020 through September 29, 2023, if all options are exercised. The applicable NAICS Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all interested parties may submit their capability statements for the required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below.
