CPRD Feasibility Tool
Solicitation # C472732
The MHRA is seeking a white-labelled feasibility and population analytics platform to be deployed within CPRD-managed Microsoft Azure infrastructure in the United Kingdom. The solution must natively support the OMOP Common Data Model without requiring material restructuring of CPRD datasets. The platform is intended to enable CPRD staff and approved external clients to perform self-service descriptive epidemiological analyses and feasibility studies, including the ability to generate patient counts within 60 seconds, calculate incidence and prevalence, and construct cohorts based on demographics, observations, procedures, medications, and diagnoses. Key technical requirements include granular role-based access control, interactive exportable dashboards, and comprehensive audit logging. The contract, identified as C472732, has an estimated total value of 3,000,000 GBP excluding VAT, with the possibility of two one-year extensions. Award decisions are based on a two-stage process: a written submission evaluating quality (90%) and social value (10%), followed by a presentation and demonstration for the top three compliant tenderers. The agreement is governed by a Short Form Contract where the buyer retains ownership of all new intellectual property. Security requirements mandate that the supplier only handle data classified as OFFICIAL and ensure all data resides within the UK. Payment for undisputed invoices is processed within 30 days of receipt.

This announcement is a Notice of Intent to Award Sole Source by the 55th Contracting Squadron; Offutt Air Force Base, Nebraska. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. United States Strategic Command (USSTRATCOM) has a requirement to establish a Fusion Engine for All-Source Tracking (FEAST) bridge contract to develop and maintain data management, data integration and fusion, and situational awareness frameworks for the Intel Community. This bridge effort is necessary to provide adequate time to award a follow-on contract competitively and complete the potential transition to a new contractor. The bridge contract will be a C-Type contract utilizing a Cost Plus Fixed Fee (CPFF) structure with a 24 month period of performance. The Government has conducted extensive market research leading up to the development of the FEAST acquisition strategy, issuing one Sources Sought, Reference Number FA460020QA, 27 February 2020. Market research substantiates that competition exists among contractors who are capable of performing this requirement. This acquisition action does not assume that SciTec, Inc. is the only contractor who can perform on this requirement, only that there are no contractors at this time, who are capable of performing without an unacceptable delay. The Government intends to award a Sole Source bridge contract to SciTec, Inc. under the statutory authority 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This action assumes SciTec, Inc. is the only contractor capable of providing this service without causing an unacceptable delay in fulfilling the FEAST requirement. The Justification and Approval document will be made available within 14 days of contract award.
