It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Siemens Government Services, Inc., 1881 Campus Commons Drive Suite 300, Reston, Virginia 20191 off of GSA Schedule #GS-35F-0696M. The 6th Air Mobility Wing/Command Post at MacDill AFB, FL requires additional hardware and software to pre-existing Siemens HiPath 4000 Communications System, to include installation. Siemens Government Services, Inc. is the sole manufacturer and supplier of authorized support for the HiPath 4000 Communications System. MacDill AFB requires the HiPath 4000 Communication System to keep its existing system operational and current to protect base assets. The HiPath 4000 Communication System will provide controllers with a seamless and intuitive visual interface to expedite communications during various contingencies as well as day to day operations. In order to maintain warranty and supportability for the existing HiPath 4000 Communication System, any additional equipment and labor must be provided by Siemens Government Services, Inc. No other sources can meet agency requirements due to proprietary equipment and software. To purchase comparable equipment from any source other than Siemens Government Services, Inc, would result in substantial duplication of cost to the government that is not expected to be recovered through competition. Market research was conducted for the purchase and installation of additional components to the pre-existing HiPath 4000 Communication System and Siemens Government Services, Inc. is the only contractor found able to supply this item as we require. If no response to this notice is received by 10:00 AM EST on Tuesday, February 10, 2009, the award for this requirement will be made to Siemens Government Services, Inc.
