This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price contract on a sole source basis to Dow Jones & Company, Inc., 1211 Avenue of the Americas, NY, NY 10036-8701 (DUNS: 001316702) in accordance with FAR Part 12 and FAR Subpart 13.501. The Pension Benefit Guaranty Corporation (PBGC) protects the retirement incomes of over 35 million American workers in private-sector defined benefit pension plans. A defined benefit plan provides a specified monthly benefit at retirement, often based on a combination of salary and years of service. PBGC was created by the Employee Retirement Income Security Act of 1974 to encourage the continuation and maintenance of private-sector defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at a minimum. In fiscal year 2019, PBGC paid for monthly retirement benefits, up to a guaranteed maximum, for more than 932,000 retirees in more than 4,900 single-employer plans that cannot pay promised benefits. Including those who have not yet retired and participants in multiemployer plans receiving financial assistance, PBGC is responsible for the current and future pensions of about 1.5 million people. PBGC's has a requirement to obtain data from financial news reporting. Bankruptcy and business news content will be used by agency attorneys and other stakeholders involved in bankruptcy and business research to discover and verify information in current cases, and for current and situational awareness. The contractor shall provide a subscription to a bankruptcy news, analysis, research, and tracking web- based platform to be accessed via login and password for up to 999 users, to include a daily newsletter. The newsletter and website shall be delivered to the PBGC Library Staff electronically, with permissions to share the newsletter content throughout the agency. It is anticipated that an award will be issued on or before September 29, 2020, with a one (1) year base period and two (2) one (1) year option periods of performance from September 30, 2020 through September 28, 2023, if all options are exercised.
