--Notice of Intent to Award Sole Source

Notice of intent to award a sole source purchase order to S and D Consulting Int. LTD. The award will be made for the purchase of ten (10) Ceremonial Bugles, ten (10) Programmable US Bugle Inserts, five (5) Reconditioned Taps Bugle Inserts and ten (10) Silver replacement mouth pieces. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION. Telephone requests or inquiries will not be accepted. Responses to this notice shall be received no later than 3:30 PM Central Daylight Savings Time, Thursday, September 18, 2008. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The following justification and is provided for other than full and open competition for this purchase. The Ceremonial Bugle manufactured by the S and D Consulting Int LTD is the only known product of its kind that can offer the following salient characteristics: 1. Bugle shall be designed with an insert preprogrammed to play taps and other music intended for use in providing honors to deceased military members. 2. Bugle shall look like a normal bugle. 3. Operator shall be able to play this device creating the look and feel that the music is actually being produced by the bugle. 4. Bugle shall require no musical ability on the part of the user to render the desired music.
