Notice of Intent to Award Sole Source Procurement. Department of Homeland Security (DHS) Office of Procurement Operations (OPO), Science and Technology Acquisition Division (S&TAD) intends to issue a sole source contract to The McConnell Group, by other than full and open competition, in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to provide DHS S&T with veterinary and laboratory support services. In doing so, The McConnell Group works to conduct research and evaluation of Foreign Animal Disease counter measure products. This is a special notice only and is NOT a request for competitive proposal or a formal solicitation.
