1. PURPOSE
In accordance with the Revolutionary FAR Overhaul (RFO) FAR 12.102(a), the 379 ECONS intends to solicit directly and award a sole-source purchase order to Brunson Instrument Company for the acquisition of an adjustable calibration sine bar. The anticipated value of this acquisition is below the Simplified Acquisition Threshold (SAT) of $2M.


2. AUTHORITY
This action is executed under the authority of RFO FAR 12.102(a), which requires the Contracting Officer to document the decision and basis that only one source is reasonably available to satisfy the commercial requirement. Streamlined solicitation, evaluation, and award will be executed under the simplified procedures of RFO FAR 12.201-1.


3. DESCRIPTION OF REQUIREMENT
The Government requires an adjustable calibration sine bar to facilitate the checking, calibration, and adjustment of devices that measure small angles.


Technical Capability: Brunson Instrument Company is the unique manufacturer of dimensional calibration equipment capable of producing this specific type of adjustable calibration sine bar. Market research indicates that no other vendor has designed or produced a comparable adjustable asset, primarily due to low overall market demand restricted to specialized calibration laboratories. This asset is critical to reducing angle measurement calibration times by 75% while providing the precision required to calibrate other high-weight dimensional assets (exceeding 100 lbs). These dimensional assets are directly utilized to calibrate critical aircraft fixtures used in complex maintenance for aircraft. See Attachment 1 Sole Source Justification and Approval. 


4. CAPABILITY STATEMENTS
This Special Notice serves as a notice of intent to award a sole-source contract and is not a request for competitive proposals, bids, or quotes. However, any responsible vendor who believes they are capable of meeting this requirement may submit a capability statement. Responses must clearly demonstrate the firm’s ability to provide a technically equivalent adjustable calibration sine bar. Capability statements must be submitted electronically to the points of contact listed below no later than 10 September 2026 1000, AST.


5. GOVERNMENT DISCRETION
Pursuant to RFO FAR 12.102(a), the determination not to compete this proposed contract action based on any capability statements received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
