Full Description

The U.S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely with DSTL (Part of UK Ministry of Defence) Chemical and Biological Sciences, Porton Down, UK under the authority of 10 USC 2304(c)(1 ) as implemented by FAR 6.302-1. This requirement shall initiate Phase 1 of the Inhalation Sulfur Mustard Study which will thoroughly investigate the effects of HD, with experiments terminated at three time points following HD administration, selected on the basis of the results from the dose-ranging study. This is a sole source procurement. The government intends to solicit and negotiate with DSTL. The North American Industry Classification System (NAICS) is 541380 and the size standard is $6M. This notice of intent is not a request for competitive proposals or a solicitation of offers.
