Notice of Intent to Award Sole Source to EATON

The Department of Defense, specifically the Naval Information Warfare Center Pacific (NIWC Pacific), plans to award a sole source purchase order to the EATON Corporation under the Simplified Acquisition Procedures outlined in FAR Part 13. The contract is for conducting a Transient Study aimed at accurately sizing the snubber on the secondary (11.75 kV) side of each 2250 kVA voltage regulator cyclo-converter transformer powering the port and starboard rectifiers of an unspecified transmitter device. This study is critical because snubbers are typically installed on the primary side of transformers to handle switching transients caused by upstream vacuum circuit breakers, making the secondary placement unusual. The study will determine the necessity of a snubber on the secondary side, and if needed, will provide detailed specifications for the required components. Should the study conclude that a snubber is unnecessary on the secondary side, an examination of applying a snubber on the primary side (4.16 kV) will be conducted in a similar manner. This procurement follows a prior Request for Information aimed at gathering insights on this requirement.
