Full Description

This synopsis is hereby issued in accordance with FAR 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis with Quaestra Instruments, LLC CAGE: 6ARQ2 of 1665 E 18th St. Suite 207, Tucson, AZ, 85719-6809. The requirement is for custom electronic boards that provide signal and power to helium-3 proportional counter neutron detectors. These detectors have very small signals that need to be filtered from electronic noise, microphonics, and gamma-ray radiation. Therefore, in order to measure neutrons successfully, a very specific set of skills are required to design the electronic boards properly. This procurement requires a physical form that is compatible in all aspects with the current infrastructure; Quaestra Instruments, LLC's devices are designed around a micro-controller with proprietary firmware, and they are broadly programmable. This makes them a flexible platform for customization. The Government intends to enter into negotiation solely with Quaestra Instruments, LLC under the authority of FAR 13.106-1(b), Only Capable Source. FAR Part 13, Simplified Acquisition Procedures, applies. The applicable NAICS Code is 334519 and the business size standard is 500 employees. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirements may submit a quote which shall be considered by the agency. Comments, questions or concerns regarding this notice or required for solicitation may be submitted via e-mail ONLY to Ciara Allison at contact@example.gov by 15 May 2020. All responses received before said date will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
