Notice of Intent to Award Sole Source-Unemployment Insurance Claimant Account Verification Services

THIS IS NOT A REQUEST FOR PROPOSAL-THIS IS A NOTICE OF INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO NATIONAL ASSOCIATION OF STATE WORKFORCE AGENCIES (NASWA) IN WASHINGTON, DC, 20001-1512. TO EMPLOYMENT SECURITY EDUCATION AND RESEARCH (CESER) TO DEFINE, DEVELOP, SECURE, TEST, IMPLEMENT, AND BEGIN ONBOARDING STATES IN THE USE OF AN ACCOUNT VERIFICATION SERVICES (AVS) SOLUTION(S) THROUGH THE UNEMPLOYMENT INSURANCE (UI) INTEGRITY CENTER OF EXCELLENCE (INTEGRITY CENTER) AT DOL'S NATIONAL OFFICE IN WASHINGTON, DC. DOL INTENDS TO NEGOTIATE AND AWARD A TIME-MATERIAL CONTRACT WITH NATIONAL ASSOCIATION OF STATE WORKFORCE AGENCIES (NASWA) IN WASHINGTON, DC. The Period of Performance for this action will be date of award through twelve months thereafter, plus two (2) 12 month option periods for a total three year potential period of performance. The associated North American Industry Classification System (NAICS) Code is 813410 - Civic and Social Organizations, which has a size standard of $8 Million. The statutory authority for this non-competitive action is Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. The determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.
