Notice of Intent to Award to a Single Source - University of Illinois School of Chemical Sciences K101 and K110 pellets
This is a Notice of Intent (NOI), not a request for proposal. The National Institutes of Health Office of the Director Office of Acquisitions intends to negotiate on an other-than-full-and-open competition basis with the University of Illinois at Urbana Champaign, School of Chemical Sciences, 505 S. Mathews, Urbana, IL 61801, USA for a requirement of the National Institute on Deafness and Other Communication Disorders (NIDCD). NIDCD needs slow-release of study compounds K101 and K110 in pellets that achieve superior steady-state release for 90-day study periods. It is critical to the ongoing studies that the exceptionally even release of study compound in the University of Illinois product not be varied by introducing a new supplier. The quality of the University of Illinois pellets’ compound release rates has been tested and unmatched by similar pellets obtained on the commercial marketplace and provides critical data for these ongoing studies. To preserve the study data’s integrity, the supplier must remain the same.
While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that the University of Illinois is the inventor and manufacturer of the required product currently being utilized by NIDCD per compatibility requirements. However, vendors who believe that they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Interested parties should clearly address the obstacles of continuing studies with a non-University of Illinois School of Chemical Sciences product. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by referencing “PCA-NIDCD-09517.”
The statutory authority for this sole source requirement is 41 U.S.C. 3204(b)(2) as implemented by FAR Overhaul 12.102(a) only one source is available. THIS IS NOT A REQUEST FOR PROPOSAL.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
