File: 1220-2026-4257 – Matsqui Dike Sinkhole Remediation Phase 2 – Engineering Consulting ServicesNotice of Intent to Award a ContractNotice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Onsite Engineering Ltd. (the “Service Provider”) for the following: Matsqui Dike Sinkhole Remediation Phase 2 – Engineering Consulting ServicesBackgroundThe City published RFP 1220-2021-2673 and RFP 1220-2021-2673A. As the City did not receive any acceptable submissions, the contract was direct awarded to Onsite Engineering Ltd. in the amount of $154,366.00 CAD plus applicable taxes. A second phase was required to determine if any sinkhole/voids were remaining under the Matsqui Pump Station flood boxes.Previous Notice of Intent to Award a ContractThe City issued one (1) Notice of Intent as follows:The City issued a Notice of Intent to Direct Award – NOI No.: 1220-2024-3172 Matsui Dike Sinkhole Remediation Phase2 on October 1, 2024; closed unchallenged. The value of the work was $160,000.00 CAD with the total value of the contract @ $315,000.00 CAD, exclusive of taxes.Scope of Services: This work is a continuation of previously awarded services and includes the following scope:Scope increase – changes to full time monitoring by Onsite Engineering Ltd., and longer construction duration due to the contractor requiring additional efforts caused by new dewatering well to the north (in parking lot), bypassing pumping, shotcrete infill, concrete cap for sheet pile. Further design efforts needed for new wells, shotcrete and concrete cap.This Notice contemplates this additional work valued at approximately $685,000.00 CAD, bringing the total cumulative contract value to an amount not exceeding $1.0M, exclusive of taxes. Rationale for Contemplating a Direct Award The City is contemplating a direct award with the Supplier for the following reasons:With the objectives of public security and safety and the protection of human, animal and plant life and health and due to the unpredictability of severe weather events, it is important that the provision of services be expedited as delays increase the risks of Matsqui Prairie being flooded. Onsite Engineering is mid-stream with the existing process, and the process requires continuity to meet the timelines. Due to the urgency of flood risk mitigation, the need for continuity in a technically complex, multi-year program, and Onsite’s unique historical knowledge and proprietary work products, the City has determined that a competitive process is not practical at this time.Contract Value: The value of the contract is expected not to exceed $1.0M CAD, exclusive of taxes.Submission of Objection NoticeAny Respondents that still wish to object to this decision they should email their objection to the attention of Sailesh Kapadia, Buyer III, Procurement Services at https://abbotsford.bidsandtenders.ca by Friday, July 31, 2026, no later than 2:00 p.m. local time.
