Notice of Intent to Award Sole Source Modification – Synopsis



National Aeronautics and Space Administration (NASA) / Johnson Space Center (JSC) for International Space Station (ISS) intends to award a sole source cost-plus fixed-fee contract modification to increase the contract ceiling on 80JSC0-23-DA007.



NASA JSC has a requirement to provide engineering support services (research, analysis, design, development, integration, verification, test, evaluation, and operations support) supporting Guidance, Navigation and Control (GN&C), system engineering, and rendezvous proximity operations, and capture (RPOC) activities for ongoing support of agency missions.

The Government intends to solicit and negotiate with only the above-mentioned source under the authority of FAR 6.103-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This announcement fulfills the synopsis requirements under FAR 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, NOR DOES IT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. However, all responsible sources may submit an exception to the intent to purchase on a sole basis, which shall be considered by the Government if received by the response due date as specified in this notice. The contract action will increase the ceiling by $50,000,000. The period of performance remains unchanged by this modification.



Written capability statement to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Respondents must at a minimum:

A determination not to compete this requirement, based upon response to this notice, is solely within the discretion of the Government. NASA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
