The contract involves an increase in the funding ceiling for Contract N66001-15-C-4020 awarded to HRL Laboratories LLC by the Space and Naval Warfare Systems Center Pacific on behalf of DARPA's Defense Sciences Office. Initially awarded on June 16, 2014, for a nine-month performance period under Broad Agency Announcement 14-46, the contract supports research into graph theoretical approaches for analyzing algorithm performance and hardware related to social networks. The core research develops a novel framework applying network theory to model electric power grid dynamics and assess grid sensitivity to power demand using real-time data. This framework integrates data from power transmission, distribution networks, and social media to better understand energy-related human behavior, aiming to create advanced control protocols for smart grids to significantly reduce large-scale blackout risks. The increase, totaling approximately $494,854, reflects the need for extended research to explore the prediction and prevention of cascading failures in power grids, a discovery that emerged during earlier phases of the project. The findings indicate a consistent link between network topology measures and cascading failures across various models, independent of specific physics simulations, underscoring the importance of continued work in this domain. This notice is not a solicitation for new proposals and will be open for a 15-day comment period during which stakeholders may submit feedback. The government retains sole discretion on whether or not to compete the contract increase. Points of contact are provided for further inquiries.

Full Description

This is a notice of intent to increase the ceiling of Contract N66001-15-C-4020 to HRL Laboratories LLC, awarded by Space and Naval Warfare Systems Center (SSC) Pacific on behalf of the Defense Advanced Research Project Agency Defense Sciences Office (DARPA/DSO) on 16 June 2014 for a performance period of nine (9) months as a result of Broad Agency Announcement (BAA) 14-46 Graph Theoretical Research in Algorithm Performance and Hardware for Social Networks (GRAPHS). The effort under the contract includes development of a novel framework using network theory to model the dynamics of the electric power grid to determine power grid sensitivity to expected power demand and utilization using real-time data. The effort will fuse data from various networks relevant to power flow, such as transmission and distribution networks, with the massive amount of social media data available for sensing energy-related human behavior. This new framework could be used to develop control protocols which can be implemented on a smart grid to dramatically reduce the risk of large-scale blackouts that affect millions of people with tremendous direct and indirect costs. The NAICS code for this procurement is 541712. Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program, which resulted in finding a link between a measure of network topology and cascading failures. Importantly, it was found that this relationship holds across multiple different models with different dynamics; so the result does not depend on the details of the simulated physics. Consequently, this effort will greatly benefit from additional research in the prediction statistic of and the prevention of large-scale cascading failures under this current contract. This action includes a ceiling increase of approximately $494,854. This notice of intent is not a request for competitive proposals or quotes and will be posted for fifteen (15) days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government. Interested parties may submit comments in writing to the Contracts Specialist, Jeannette L. Perez (Code 22530) SSC Pacific who may be reached by telephone at +1 (555) 000-0000 or via email at contact@example.gov .

FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.
