The contract DACA87-03-D-0014 involves ordnance and explosives removal at the Waikoloa Maneuver Area on the Big Island of Hawaii, as well as other current and formerly used Defense sites managed by the Honolulu District of the U.S. Army Corps of Engineers. The existing agreement, which is in its final option year ending December 30, 2007, includes provisions for continuously available office space, equipment warehousing, and staffing to support immediate response efforts. Having operated on-site for over four years under an approved Work Plan and Explosive Safety Submission, the contractor is well-positioned with the necessary personnel and equipment already in place. The notice serves to increase the total contract ceiling by 10%, adding $5,000,000 to fund completion of planned tasks through the remainder of this final option year, ensuring operational continuity and safety until a successor contract is awarded. This increase does not extend the contract beyond its expiration date nor solicit new contractors at this time. The successor contract will encompass all start-up activities including development of new Work Plans, Explosive Safety Submissions, mobilization, and geophysical prove-out, with a presolicitation notice to be issued in the future by the Honolulu District. Points of contact are provided for inquiries regarding both the current contract increase and the upcoming acquisition. This measure is taken for efficiency and public safety reasons, reflecting the ongoing need to complete critical ordnance removal responsibilities without interruption.
