Notice of Intent to increase the ceiling and extend performance of the MASS II IDIQ contract FA4600-12-D-0001

NOTICE OF INTENT: 55 CONS/PKT, Offutt AFB, NE intends to award a one year, six month sole source extension to Northrop Grumman Systems Corporation under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 for the Missile Applications Software Support (MASS II) contract, FA4600-12-D-0001. MASS II provides ballistic missile planning software that allocates and then assigns Intercontinental Ballistic Missiles (ICBMs) and Sea-Launched Ballistic Missiles (SLBMs) to predetermined targets in support of United States Strategic Command's (USSTRATCOM) Global Strike. Only one responsible source and no other supplies or services will satisfy agency requirements. The applications presently maintained under this contract include the Dynamic Application and Rapid Targeting System (DARTS) and Missile Applications Reusable Services (MARS) within the Integrated Strategic Planning and Analysis Network (ISPAN). The contractor shall provide maintenance and enhancement of current capabilities, the development of selected new capabilities, and the integration of DARTS or MARS into the ISPAN environment. This extension is required in order to mitigate Increment 5 Development program risk. Conducting a source selection to award a new contract prior to the completion of Increment 5 Development presents an unacceptable risk to the ISPAN program. This notice is neither a request for a competitive proposal or a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government. If your company can provide the Missile Applications Software Support (MASS) services at full performance starting 1 April 2020 through 30 November 2021 without introducing risk to ongoing software development, provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 10 July 2019.
