This is a notice of intent to increase the ceiling of Contract N66001-18-C-4021 to Metron Incorporated, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency (DARPA), Strategic Technology Office (STO) on 21 February 2018. The performers effort, Operad-based Optimization Framework for Dynamic Composition of Force Packages and Tactics for Urban Operations which was selected as a Technical Area 2 (TA2): Functional Compiler performer to support STO by providing an integrated dynamic composition capability to construct adaptive force packages, task organizations, and tactics (TTPs) on the fly to meet rapidly evolving mission needs. The TA2 functional compiler will provide the integrated dynamic composition by pulling battle space objects from the TA3: Systems for Functions parametric data services and provide recommendations to the TA1: Composable Operations Development Environment. TA2 performers will provide a set of capabilities that will identify constraints, mix and match systems to provide desired functional outcomes, integrate systems with novel interoperability approaches, and provide adaptive planning to maximize resilience using mathematically principled approaches and algorithms. This additional effort is to provide additional composability in Metron Incorporateds framework to address Marine Corps requirements to include automated composition of communications networks and logistics plans to support urban combat missions. The NAICS code for this procurement is 541715. Due to the nature of Research and Development efforts, DARPA STO could not have reasonably estimated the need for the additional effort required under this effort, that will benefit from this additional tasking being included under the current contract. This action includes a ceiling increase of approximately $799,618.00. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Veronica Velarde, Code 22720, Naval Information Warfare Center, Pacific who may be reached by telephone at +1 (555) 000-0000 or via email to contact@example.gov. This notice will be posted for fifteen (15) days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
