This study will include collection of both wild and hatchery adult Chinook salmon, collection and fertilization of their eggs, construction of artificial salmon redds (nests) in 10 or more different reaches of the Yakima and Wenatchee rivers, placement of eggs from both hatchery and wild Chinook salmon within incubation chambers of artificial redds, habitat surveys of study reaches, periodic sampling of a subset of artificial redds to determine incubation conditions within redds, and excavation of all redds in the spring to estimate the total egg-to-fry survival. The results of this study will be used to design studies to estimate egg to fry survival for other listed salmon populations throughout the Columbia River basin and assist in NOAA's mission to recover threatened and endangered salmon. The Government intends to negotiate a firm fixed price contract with a base year commencing approximately June 30, 2010 with up to four (4) additional option years. The NAICS code for this procurement is 924120 there is no size standard. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that the Washington Department of Fish and Wildlife Service is the only entity with the necessary permits, consultations, private property access and memoranda to continue this ongoing study. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above in duplicate no later than 15 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required.
