The Naval Facilities Command Pacific (NAVFAC Pacific) intends to increase the capacity of an existing architect-engineer contract, originally awarded to Richard Matsunaga & Associates Architects, Inc. (RMAA), from $5,400,000 to $5,630,000. This increase will fund additional post contract award services related to the FY09 MCON P-200 Joint Operation and Support Complex project in Singapore, including design revisions and meetings. RMAA, the designer of record, possesses the specialized knowledge and experience required to continue supporting this construction phase efficiently. The government plans to negotiate the contract modification solely with RMAA under the justification that no other source can meet the agency’s unique requirements without causing delay and increased costs. This notice is not a solicitation but serves to identify any other potential sources that may be capable of providing these post award services. Interested parties may submit technical qualifications by July 13, 2011, for consideration. Should the government decide to pursue full and open competition based on the responses, a formal solicitation will be announced. Otherwise, negotiations will proceed directly with RMAA. The work is related to architect-engineer services including design, engineering, specification writing, and cost estimation, performed under contract N62742-07-D-0005, with the place of performance linked to the Navy’s office in Hawaii.

Full Description

Notice of Intent to Negotiate with One Source. The Naval Facilities Command Pacific (NAVFAC Pacific) intends to increase the capacity of contract N62742-07-D-0005 competitively awarded to Richard Matsunaga & Associates Architects, Inc. (RMAA) pursuant to architect-engineer competitive process (see FAR 36.601-2 and 6.102(d)(1)) from $5,400,000 to $5,630,000 in order to allow issuance of modification(s) to complete post contract award services under an existing task order. The Government intends to solicit and negotiate the contract modification(s) with RMAA under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The proposed modification(s) are to provide post construction award services (e.g., design revisions, meetings, etc.) for the FY09 MCON P-200 Joint Operation and Support Complex, Singapore. RMAA is the designer of record for the FY09 MCON P-200 Joint Support Facility and hence has the requisite knowledge and experience to continue providing the highly specialized post contract award services for the construction phase of the project. If another contractor were to assume PCAS duties for P-200, it would result in a substantial duplication of cost to the Government and unacceptable delay to the Government due to the learning curve involved in becoming familiar with the design and stake holders of the project, due to the construction permitting requirements already obtained by RMAA and its subcontractor as the designer of record, and due to the time and administrative cost associated with competing this requirement considering the proposed modification is for post contract award services for a construction contract that is currently on-going and expected to be completed March 2012. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to perform post construction award services. Interested parties may submit technical qualifications, which shall be considered, to A. Saki-Eli via electronic mail to contact@example.gov no later than July 13, 2011. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations with RMAA with no further notice. See numbered note 22.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is conducting a Request for Information under solicitation RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish an advanced manufacturing and industrial resilience campus on non-excess Navy property on Oahu, Hawaii, to reduce reliance on long-lead continental United States supply chains. The initiative focuses on creating theater-scale production capabilities for metals, composites, electronics, and large-format printing, bridging the gap between prototyping and industrial production of hundreds to thousands of units. Key priorities include the development of environmentally resilient, industrial-scale facilities integrated with modern utility infrastructure, grid-interactive storage, and circular resource-recovery solutions, while simultaneously strengthening the local Hawaii workforce through training pipelines and apprenticeships. The Navy is seeking input on site requirements, infrastructure needs, development timelines, and diverse acquisition and financing models, such as Enhanced Use Leases, Other Transaction Authorities, and joint ventures. A central technical goal is the implementation of a Born Qualified approach to digital engineering, utilizing in-situ process monitoring and digital workflows to ensure components meet naval and airworthiness standards at the point of production. This RFI is strictly for market research and planning purposes; it does not constitute a solicitation, does not commit the government to a contract, and will not result in payment for submitted information. Responses are due by 17:00 HST on November 10, 2026, and are limited to 20 pages.
