The authority for the brand name justification and other than full and open competition procedures will be FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This Notice of Intent to purchase Brand Name AvePoint DocAve software licenses is not a request for competitive quotations. However, the Government will consider all responses received.
