The Naval Medical Logistics Command plans to award a sole source contract to Electrical Geodesics, Inc. (EGI) for an upgrade to an existing Electroencephalography (EEG) system. This action is justified under FAR Part 6.302-1 due to EGI being the only authorized provider capable of offering necessary discounts, credits, and exchanges tied to the previously supplied equipment, which they originally provided under contract N62645-11-P-0148 in 2011. The upcoming contract will include all components needed for the upgrade and requires the return of the current EEG system, with EGI applying over $20,000 in credits for the trade-in. This procurement falls under NAICS code 334510 and there are no set-aside restrictions associated with this purchase. This notice is not a solicitation for competitive proposals but serves as an announcement of the Government's intent to award sole source. Interested parties may submit capability statements, including technical data and cost information, by email for consideration. The Government will review these submissions solely to determine whether to proceed competitively, though the decision not to compete remains entirely at the Government's discretion. All capability statements must be submitted in Word or PDF format to the designated email before the closing date. No solicitation document has been issued, and communications will not be accepted via phone.

Full Description

The Naval Medical Logistics Command intends to award a sole source contract under the authority of FAR Part 6.302-1 to Electrical Geodesics, Inc., for an Electroencephalography (EEG) System upgrade. This requirement is a direct follow-on to a previous contract competed full and open after the exclusion of sources to the lowest offer technically acceptable. The previous requirement was awarded to Electrical Geodesics, Inc. (EGI) under contract N62645-11-P-0148, on 1-SEP-2011, in the amount of $93,611.90 for the current EEG System in use by the Government. EGI will provide an upgrade to the current EEG system with all necessary components upon return of the previously purchased equipment. EGI is providing over $20,000.00 in credits and discounts for returning the current equipment for the upgrade. Due to distribution and patent law, EGI is the only company legally authorized to discount, credit, and exchange the previously contracted equipment. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 334510. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a MS Word or Adobe PDF attachment to the NMLC Research Team, at contact@example.gov by the notice closing date. No phone calls will be accepted.
