The Directorate of Contracting at Fort Bliss, Texas, intends to award a sole source contract to Monaco Enterprises Washington under GSA contract GS-07F-0422K for various components and support related to the D21 Fire Alarm Communication Systems. The procurement includes specific quantities of alarm and dispatch station communicator rack mounts, fire client support kits with maps, map mass notification management client kits, video monitors, microphones, microphone preamplifiers, desktop VOIP/radio modules, a 16-port Ethernet switch, manufacturer representative service technicians, and UPS units for rack mount installation. This equipment, which comes with a one-year warranty from acceptance, is intended to upgrade and relocate the existing Monaco Fire Alarm Communication Systems to the newly designated Fort Bliss DES Consolidated 911 Center. The sole source justification is based on the authority that only one responsible source can satisfy the agency's requirements and to avoid substantial duplication of cost to the government. This acquisition is a follow-on to a system started in 2005, aimed at modernizing the equipment into state-of-the-art rack mount cases. Although the agency invites capable and qualified sources to submit responses by 2:00 PM MST January 30, 2007, for potential consideration of competition, the government reserves the right to proceed without full competition. The applicable NAICS code is 334290 with a size standard of 750 employees, and the procurement is managed through the Department of Defense at Fort Bliss.
