NOTICE OF INTENT TO SOLE SOURCE TO WOLTERS KLUWER Western Area Power Administration (Western) intends to negotiate on a sole source basis with Wolters Kluwer Financial Services, Inc., Tampa, FL, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, an Audit Software Suite capable of the following: 1. Electronic Work Papers- Desktop application that allows auditors to complete all phases of the documentation and review processes. 2. Desktop application used in conjunction with electronic work papers allowing maintenance of knowledge base and pull into electronic work papers. 3. Desktop application allowing risk assessment on the audit universe to determine what to audit based on risk. 4. Web application that allows business owners and distributed auditors to contribute to the risk assessment process. 5. Desktop application that allows schedulers to schedule projects and assign resources. 6. Web application that allows users to view scheduled plans. 7. Web application that allows users to enter time and expenses related to a project. 8. Web application (data-mining) that allows teams and audit management to view reports on the status of projects and exceptions across audits. 9. Desktop application that allows administrators to perform various functions on the centralized database-included in a separate installation. 10. Training and implementation of software suite. Based on market research, Western has not identified any other sources that can provide the required product. If Western identifies no other capable sources by June 30, 2014, Western will issue a firm-fixed price purchase order on or about July 21, 2014, to Wolters Kluwer. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $35,500,000.00. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to Martz@wapa.gov. No telephone requests will be honored.
