The Centers for Disease Control and Prevention (CDC) Office of the Chief Science Officer plans to award a sole source contract to KSS TechTracS for the procurement of the TechTracS software and associated services. This decision is based on the Federal Acquisition Regulation Subpart 6.302-1, recognizing KSS TechTracS as the only responsible source that can meet the agency’s requirements. The CDC will acquire this proprietary intellectual property management software to oversee, track, and maintain its intellectual property portfolio, ensuring interoperability and consistency with the NIH TechTracS system under an inter-agency agreement. Key services included in the contract encompass software certification and accreditation assistance, installation, configuration, implementation, data migration from existing CDC databases, data mapping to the CDC ARTS system, data import/export with the NIH system, ongoing maintenance and support, and user training. The CDC has identified TechTracS as the only product capable of providing real-time visibility into the agency’s patent and legal portfolio, a critical feature that justifies the sole source procurement approach despite other products in the market. The total estimated contract value is approximately $80,000. This notice serves to inform interested parties of the CDC’s intent and explicitly states that it is not a request for competitive proposals and no solicitation will be issued. The point of contact for this opportunity is Dylan V. Sorensen, reachable by phone or email.

Full Description

The Centers For Disease Control and Prevention Office of the Chief Science Officer (OCSO), has a requirement for KSS TechTracS. The CDC intends to award on a sole source basis in accordance with the Federal Acquisition Regulation Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KSS TechTracs is an intellectual property database which the CDC OD/OADS/Technology Transfer Office intends to purchase and use to manage, track and maintain CDC Intellectual Property (IP). The requirement is for the TechTracS software and the following services: 1); Assist with TechTracS software certification and accreditation; 2) installation, configuration, and implementation of the software; 3) migration of data from existing CDC database to TechTracS; 4) data mapping to CDC ARTS system; 5) data importing/exporting to/from NIH TechTracS system; 6) provide software maintenance and support for the TechTracS database; and 5) provide user training services. While there are other products that address this need, CDC use of the TechTracS software product will ensure interoperability, compatability, and consistency between NIH and CDC, per inter-agency agreement, and allow CDC to see information about CDC's patent and legal portfolio in real time. To our knowledge TechTrackS is proprietary software and only available through one source. The estimated value is approximately $80,000. This notice is not a request for competitive proposals and no solicitation is available.
