This notice is to provide the Federal Emergency Management Agency (FEMA) intent to award a sole-source contract to DBT Transportation Services, LLC, for an Automated Weather Observation System (AWOS).  FEMA proposes to procure the lifecycle replacement of the current AWOS to ensure mission capabilities. This requirement will result in a firm-fixed contract.


The statutory authority for this non-competitive action is 41 U.S.C. 3304(a)(1) as implemented by Revolutionary FAR Overhaul (RFP) Part 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.


This determination is made on the following basis: DBT Transportation Services, LLC is the only manufacturer listed on the Federal Aviation Administration (FAA) website with systems model approved by the FAA.

Interested parties have fifteen (15) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities (page limit: 2). Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 41 United States Code (U.S.C.) 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition (FAR) 6.103-1, Only One Responsible Source.
