The U.S. Department of Housing and Urban Development intends to negotiate and award on a sole source basis to IHS Global Insight (USA) Inc under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. Global Insight services is purchased via FEDLINK, an existing government contract at LC/FEDLINK BOA#:No. LC09D7023. The Library of Congress Schedule is for subscriptions and services deemed sole source and unique: Only the vendor on the schedule is capable of producing the data, service and subscription. The period of performance is September 30, 2019 to September 29, 2024.The Office of Evaluation (OE) is responsible for the risk assessment of HUD-insured and assisted single family and multifamily properties. Economic data is needed to accomplish HUD's Strategic Plan of FHA loan performance analysis and loan scoring responsibilities, and the new Single-Family Insurance Reform Initiatives. The NAICS code is 519130 and the size standard is 500. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to alkeia.d.motley@hud.gov by 10:00 AM Eastern Standard Time on May 20, 2019. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the HUD will proceed with the sole source award to IHS Global Insight (USA) Inc. The anticipated award date of this requirement is around May 24, 2019.
