The Healthcare Contracting Division - Northeast intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to Abbott Rapid Diagnostics Informatics, Inc, 95 E High ST STE 500, Charlottesville, VA 22902-4818, utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
This requirement is to provide the Abbott Remote Automated Laboratory System (RALS) data management software, including its associated direct-to-device interfacing and connectivity services on Government owned Analyzer Equipment and servers in support of the Blanchfield Army Community Hospital, Fort Campbell, KY. Abbott Rapid Diagnostics Informatics, Inc is the only offeror that can provide the Remote Automated Laboratory System software and maintenance to the analyzer equipment as they exclusively sell and provide the RALS system.

A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
