SUBJECT: NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

2. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a Purchase Order to Allen Enterprises, Inc. The turn-key upgrade consists of providing all personnel, materials, and services to upgrade the ALCS North and ALCS Main systems from a 32-bit architecture to a modern, OEM-certified 64-bit architecture. This includes the installation of new, TAA-compliant managed network switches that meet DAF security standards. The full requirements are detailed in the attached Performance Work Statement (PWS). A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct competitive procurement. Please note: The ALCS is a mission-critical, proprietary system. If you submit a capability statement, you Must provide verifiable proof of certification from the Original Equipment Manufacturer (OEM), ADB Safegate, to perform this specific proprietary system upgrade. Only sources that can provide this OEM certification will be considered capable of performing the work without introducing an unacceptable risk of catastrophic system failure.
