Notice of Intent to Sole Source: Aircraft Sensors Technical Support Services
Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
U.S. Customs and Border Protection plans to award a sole-source contract to Scientific Research Corporation for technical support services essential to sustaining, maintaining, upgrading, modifying, and repairing outdated aircraft sensors and systems, including Seavue Radar, APG-66(V)5, Minotaur Mission System, TPX-54 IFF, NSIU, OSI, and SADS computers, among others. Many of these systems are obsolete and no longer supported by original equipment manufacturers, making SRC’s continued involvement critical—SRC is the only entity currently capable of providing the specialized expertise and parts solutions required to keep these systems operational without disruption. Failure to award the contract to SRC risks severe delays or complete unavailability of critical maintenance, directly threatening the effectiveness of the Air and Marine Operations mission. This action is justified under the Federal Acquisition Regulation’s sole-source provision for situations where only one responsible source exists and no alternative supplies or services can satisfy agency needs. There is no formal solicitation, but interested parties may submit a capabilities statement demonstrating their ability to meet the requirements by July 10, 2026, at 1:00 PM Eastern Time to Caitlin Jenkins at the specified email. Submitters must clearly mark any proprietary information, and the government will not reimburse costs associated with preparing or submitting responses. The notice serves as an opportunity for other potential sources to present evidence of their capability, though the government has determined SRC is the only qualified provider for this complex, legacy-system support mission.

Full Description
U.S. Customs and Border Protection (CBP) intends to award a sole-source contract to Scientific Research Corporation (SRC) in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) Subpart 6.103-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
CBP intends to procure technical support services necessary for the sustainment, maintenance, upgrade, modification, and repair (intermediate and/or depot-level) for various aircraft sensors and systems. These activities include: Seavue Radar, APG-66(V)5, Minotaur Mission System, TPX-54 IFF, NSIU computers, OSI computer variants, SADS computers, and ancillary systems.
The requirement involves a vast number of older systems, including some systems and parts that are obsolete as described above. As the incumbent contractor, SRC has identified both technical and cost-effective solutions to preserve the life of these sensors and systems on behalf of the government. SRC can maintain all radar, mission computers, and sensors, including equipment that is no longer supported by the Original Equipment Manufacturer(s) (OEMs). Failure to award to SRC will have negative impact on the sustainment, maintenance, repairs, upgrades, and modifications for critical sensors and systems. Without this reliable source, there is a high probability that the requested services/equipment will be unattainable or/or delayed, which in turn will presents a significant risk the overall AMO mission.
This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time. If responsible sources feel they can meet the requirements, respondents must submit a capabilities statement displaying their ability to meet the requirements. Responses are due no later than July 10, 2026 by 1:00 PM or 1300 local Washington, DC time to Contracting Officer, Caitlin Jenkins at caitlin.m.jenkins@cbp.dhs.gov .
Respondents must submit a capabilities statement displaying their ability to meet the requirements. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided.
