NOTICE OF INTENT TO SOLE SOURCE TO: M.C. DEAN, INC. (UEI:RD55NEXJ5EW4 / CAGE:3K773)


Joint Base Andrews has a requirement to procure, install, and integrate a comprehensive Security Management System for a specific facility. Major items include high-definition cameras, PIV-class card readers, Servers, Server Software and Licenses. The required components and service for integration in the current proprietary intrusion detection system are provided by M.C. Dean Inc.


Air Force physical security standards and Integrated Base Defense Security System (IBDSS) guidelines mandate that all electronic security systems, intrusion detection systems, and access control platforms maintain strict Department of Defense (DoD) Joint Services Interior Security Commission (JSIDS) and USAF Protection Level 1 (PL-1) non-nuclear security certifications. Only items fully certified and compatible with the existing base head-end software and network backbone are authorized for installation and integration.


While competition for various security requirements exist, market research conducted by the Government revealed only one responsible vendor would be able to support this effort due to the vital, pre-established integrated security functions and nature of facility operations. In addition to sensitive operations at Joint Base Andrews, site surveys were limited to approved GSA vendors to minimize risk while protecting critical national security information. 


The government will continue to monitor the updated Air Force certified equipment lists for all future purchases of this nature to verify if competition is available to include sourcing potential Governmentwide acquisition contracts and other approved vehicles.

Vendors that believe they can provide the items listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the government.
