The 188th Wing, Air National Guard in Fort Smith, Arkansas, intends to sole source the delivery and installation of the Digital Microwave Intrusion Link system to Advantor Systems Corporation of Orlando, Florida, as the sole authorized and compatible provider of this proprietary security technology currently in use at the installation. This procurement is justified under FAR 6.103-1 and FAR 13.106-1(b)(1), citing the absence of any other responsible source capable of supplying equipment that integrates seamlessly with the existing infrastructure, making full and open competition impractical. All responses must be submitted via email to Contracting Officer MSgt Robin Swaim-Cherry no later than 1:00 p.m. CST on May 12, 2026, and must be in PDF format, properly redacted in accordance with FAR 5.401 and 24.1-24.2 to protect proprietary information. The requirement is not currently funded, and any award is contingent upon the availability of funds prior to September 30, 2026, with no guarantee of execution if funding is not secured by that date. The contract is structured as a firm fixed-price agreement with no line-item pricing, cost breakdown, or estimated value disclosed due to redaction requirements and the proprietary nature of the system. The place of performance is clearly defined as Fort Smith, Arkansas, where Advantor will be responsible for delivery, installation, and integration of the system, with acceptance to be determined by the government based on operational compatibility and successful functionality within the existing security environment. No formal inspection criteria, quality standards, packaging specifications, or shipping terms are outlined in the documentation. While the contracting officer and requiring activity point of contact are identified, no contracting officer’s representative, technical representative, or key personnel are formally designated. The offeror’s size status, UEI/CAGE code, and socioeconomic certifications are not provided, and no contractual clauses, representations, or certifications from Section K are included. The procurement excludes any set-aside provisions, and there is no mention of security clearances, organizational conflict of interest, or invoicing methods, with payment details also unspecified. The award decision rests entirely within the government’s discretion and is conditioned solely on the proprietary nature of the system and timely availability of funds.
