The Bureau of Engraving and Printing, through the Office of the Chief Procurement Officer under the Department of the Treasury, intends to award a sole source purchase order to Mainstream, Fluid and Air, LLC for the procurement and immediate delivery of one RTB-6A-22x72 replacement tube bundle and one HXR-6A-20x116-04-AA shell-and-tube heat exchanger to its Washington, DC facility. This action is taken under FAR 13.106-1(b)(1) due to urgent and compelling circumstances arising from a critical failure in the existing heat exchanger, which has resulted in a major leak and compromised the HVAC system’s ability to provide essential heating and cooling to the facility’s manufacturing directorates and offices. The supplier is uniquely qualified as the original manufacturer of the equipment and is the only entity capable of providing the exact replacement components, ensuring immediate availability upon contract award. The procurement is structured as a Total Small Business Set-Aside under NAICS code 332410, with a small business size standard of 750 employees, and includes the PSC code 4420 for heat exchangers and steam condensers. Delivery is required at the BEP DC Currency Facility, and installation will be performed by government personnel from the DCF Plumbing and Pipefitting Shop; no vendor involvement in installation is anticipated. The solicitation number is 2031ZA26N00044, posted on June 26, 2026, with responses due by July 10, 2026, and submissions must be made electronically to terry.lawrence@treasury.gov. No competitive bidding is solicited, and this notice serves only as an intent to award without obligation to consider alternative sources.

The Bureau of Engraving and Printing (BEP), DC Currency Facility, Office of Facilities Support, intends to award a sole source purchase order to Mainstream, Fluid and Air, LLC for the procurement and delivery of one RTB-6A-22x72 replacement tube bundle and one HXR-6A-20x116-04-AA shell-and-tube heat exchanger for the Washington, DC facility.

This procurement is being conducted under FAR 13.106-1(b)(1), soliciting from a single source for purchases not exceeding the Simplified Acquisition Threshold.
