The Centers for Disease Control and Prevention (CDC), Office of Safety Security and Asset Management (OSSAM), Asset Management Services Office (AMSO) intends to award a sole source modification to Flad/Page Design Partnership (Flad/Page) at 999 Peachtree St NE Ste 1200, Atlanta, GA 30309-4471 to provide Construction Administration Services (CAS).


The statutory authority for this sole source acquisition is 41 U.S.C 3304(a) in accordance with FAR Part 6.103-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541310 Architectural Services.


The modification is necessary for Flad/Page to provide Construction Administration Services (CAS) for the construction of the CDC’s High Containment Laboratory Continuity Facility.  One of the main purposes of CAS services is to review submittals, shop drawings, and product data to ensure compliance with the project’s design intent as well as to respond to Requests for Information (RFIs) that arise duing construction.  Since Flad/Page was the architect of record for the project they are uniquely qualified to determine the project’s design intent.   


As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Flad/Page Design Partnership. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with the “B28 Construction Admininistration Services” referenced in the subject line NO LATER THAN 5:30 PM EST on June 2, 2026. The Contracting Officer will not respond to phone calls or verbal requests. ALL REQUESTS MUST BE IN WRITING.


A determination by the Government not to compete this proposed action is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
