Full Description

The U.S. Department of Education (the Department), Federal Student Aid (FSA), intends to negotiate with Certain Software, Inc. on a single source basis, under authority of FAR 13.106-1(b). Certain Software provides a Registration and Attendee Management System that allows meeting planners and event organizers to collect all attendee details and registrations online. In addition, the contractor provides related training services and technical support services. The Department has been using the Registration and Attendee Management System to allow its employees and internal and external customers to register for training workshops, webinars, and conferences conducted by the Department each year. This proposed contract action is being conducted under simplified acquisition procedures in lieu of exercising an option year in the current task order with Certain Software due to an expiration of the GSA Schedule under which the option was included. Several training workshops for Federal Student Aid Administrators and conferences have already been scheduled for the next several months, and attendants have been registering for those events in the existing system provided by Certain Software. Therefore, the Contracting Officer has made a reasonable determination that no other source can meet Government's need at this time. This notice of intent is not a request for competitive proposals. However, interested parties who feel that they can meet Government's needs must submit their capability statements to the Contracting Officer by April 1, 2011 at 4 p.m. EST. The Contracting Officer will review the capability statements and determine whether to cancel this notice and issue a solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
