The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) intends to modify a firm-fixed priced contract on a sole source basis to Independent Technology, Inc. (INTEC). The purpose of the modification is to continue services in order to allow a competitive follow-on contract to be put in place for NOAA Weather Radio (NWR) transmitter maintenance services in support of the National Weather Service (NWS) NWR network. This modification is to a contract for commercial services and was made using the procedures found in FAR Part 12 Acquisition of Commercial Items and 15 Contracting by Negotiation. Other than full and open competition is authorized pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Needs. This modification will be issued on a sole source basis as INTEC is the only contractor with the knowledge of these critical services and capability of performing in the timeframe allotted before the competitive follow-on contract can be put in place. This notice of intent is NOT a request for competitive quotes; however, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Shaun Squyres at Shaun.Squyres@noaa.gov, with a copy to Michael Williams at Michael.J.Williams@noaa.gov, no later than 3:00 PM EDT time on June 21, 2017. Capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
