NOTICE OF INTENT TO AWARD SOLE SOURCE TITLE: Army Ground Aerial Target Control System - (AGATCS) The Army Contracting Command - Orlando (ACC-O), on behalf of the Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Targets Management Office (TMO) is issuing this Notice of Intent to Sole Source as a means of conducting market research to identify potential sources having an interest and technologies in supporting the Army Ground Aerial Target Control System (AGATCS) for a period no longer than 6 months. This synopsis publication satisfies the requirement at FAR Part 5.2 and constitutes the Governments Notice of Intent to award a sole source modification to Micro Systems Inc. (MSI), 35 Hill Ave, Fort Walton Beach, FL 32548 under contract W31P41-!4-C-0130. ACC-O intends to increase the ceiling of contract W31P4Q-14-C-0130 by $6,900,000.00 from $37,773,043.30 to $41,673,043.30. The AGATCS requirement is to provide RDT&E Engineering Development, Field Services Support, and Initial Equipment Production. Performance is anticipated to start 30 June 2019 through 30 December 2019. This action is in support of exercising the option under clause 52.217-8 to extend the period of performance for a period of performance by 6 months which was not evaluated at time of award. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a)(2)(iii) - only one responsible source and no other supplies or services will satisfy agency requirements, (A) substantial duplication of cost to the Government that is not expected to be recovered through competition & (B) - unacceptable delays in fulfilling the agency's requirements, to Micro Systems Incorporated (MSI). Micro Systems Incorporated is the only reasonable source for this action in support for AGATCS. MSI is the only known source whom currently has the institutional knowledge necessary to maintain continuity for program development while the follow-on requirement is being developed. The procurement of this action from an alternate source would result in a substantial duplication of costs and unnecessary schedule delays to be incurred due to phase-in/phase-out requirements for an alternate source, which would cause the government's failure to support short term schedule requirements and require additional budgetary hurdles. The government is currently working on a follow-on contract which is anticipated to be awarded by late 1st quarter FY20 to early 2nd quarter FY20 with a sources sought notice having been posted to FBO.gov. This notice can be found under solicitation number W900KK18R0073 and is anticipated to be a competitive requirement. No set asides have been determined at this time. It is anticipated up to (10) seperate program efforts are to be performed within the 6 month extension for various requirements in support of the details provided within the Statement of Work attached to W900KK18R0073. Given the complexity of the technical requirements, schedule restraints and anticipated phase-in/phase-out costs, this notice of intent is not a request for competitive proposals or quotes, however, this notice does function as a Request for Information (RFI) or Sources Sought for offerors who believe they can meet the Government's requirement. REQUIREMENTS: Any response to this notice shall provide clear and convincing evidence that competition of this action would not result in substantial duplication of cost to the Government to phase-in/phase-out and maintain continuity of the AGATCS program. Interested and responsible sources may submit a no more than (10) page capability statement showing how the government can recover the anticipated substantial duplication of costs through a competitive action, and demonstrate the ability to not only meet the government's needs, but also show clear evidence that continuity of the AGATCS program will not be interrupted. Responses shall be received no later than 6 pm EST of the 15th day after this notice is posted (30 January 2019). The above described capability statements shall be submitted to Rene St. Pierre at rene.r.stpierrejr.civ@mail.mil. This synopsis is not considered a request for bid, quote, or proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on the basis of capability statements received in response to this notice, but responses, if any, will be used to determine if a competitive action would eliminate any substantial duplication of costs. ***See Sources Sought Notice W900KK18R0073 for example of statement of work.*** PERIOD OF PERFORMANCE: The Period of Performance (POP) for this requirement will be 30 June 2019 - 30 December 2019. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at approximately $6,900,000.00 Federal Supply Class/ Service Code: 1270 North American Industry Classification Code: 334511 Size Standard - Number of Employees: 1,250 DISCLAIMER: This Sources Sought is for informational purposes only. This is not a Request for Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this Sources Sought is strictly voluntary.
