The Office of the Comptroller of the Currency, hereby gives notice of their intent to award a contract to Dallas Area Rapid Transit (DART) of 1401 Pacific Ave., Dallas, TX 75202 on a sole source basis utilizing FAR 13, Simplified Acquisition Procedures. In accordance with FAR 13.106-1(b), for purchases not exceeding the Simplified Acquisition Threshold, the Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available. The OCC has a need for transit subsidy and the Dallas Area Rapid Transit (DART) is the only source that can satisfy this need. DART offers a cost-effective transportation program with an extensive network of transits to include Light Rail, Trinity Railway Express commuter rail, bus routes and paratransit services. DART also provides a GoPass app to assist users with navigating the multitude of transit services and to plan their destinations. The anticipated period of performance is January 1, 2020 to December 31, 2020. This is not a request for competitive proposals; however, all proposals received in writing by December 9, 2019 1:00 pm Eastern, will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
