The Defense Threat Reduction Agency (DTRA) plans to award a six-month Firm Fixed Price (FFP) sole source contract, with an additional six-month option, to General Dynamics Information Technology (GDIT) to continue supporting the Defense Stockpile Management Systems (DSMS). This contract is intended to ensure uninterrupted critical nuclear logistics IT support across the U.S. government while a full and open competition for the follow-on contract is underway. Due to the specialized nature of the DSMS and the tight timeline, transitioning to a new contractor at this juncture could cause unacceptable mission delays. Therefore, the sole source award is justified under federal regulations, specifically 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only the incumbent can meet the agency’s requirements during this short-term period. This notice is not a solicitation for competitive proposals but provides an opportunity for other qualified sources to submit capability statements within 15 days if they believe they can take over DSMS operations with minimal transition. Interested parties must respond by 9:00 AM ET on June 3, 2026, including detailed business information such as their Unique Entity ID and CAGE Code. The Government will not reimburse any expenses associated with submitting responses, which will be used solely to determine if competitive procurement is warranted. All communications are to be submitted via email to designated points of contact at the DTRA office in Fort Belvoir, Virginia.

1. REQUIREMENT BACKGROUND
This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 for the dissemination of information for proposed contract actions. This is a Notice of Intent to award a sole source contract; it is not a request for competitive quotes or proposals.

The Defense Threat Reduction Agency (DTRA) intends to issue a six (6) month Firm Fixed Price (FFP) sole source contract, with one six (6) month option period, to General Dynamics Information Technology (GDIT). This action will ensure the continuation of the Defense Stockpile Management Systems (DSMS) support currently provided under contract HDTRA121F0072.

2. JUSTIFICATION & AUTHORITY
The implementation of this short-term contract action is essential to prevent a lapse in critical nuclear logistics IT infrastructure support to the entire U.S. Government, while the follow-on procurement for this requirement is actively competed.

In the absence of qualified sources capable of assuming full operations with zero mission degradation during this brief period, a contract will be awarded on a Sole Source basis to the incumbent. This action is taken pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Transitioning to a new contractor for this abbreviated period would result in unacceptable delays in fulfilling the agency's critical mission requirements.

3. SUBMISSION INSTRUCTIONS
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, and no formal solicitation will be issued. However, any responsible source believing it can fulfill the requirement may submit a capability statement.

Interested parties have fifteen (15) days from the date of this publication to submit clear and convincing written evidence of their qualifications and capabilities to assume full operations of the DSMS system with minimal transition.

  • Deadline: All responses are due by 9:00 AM ET on June 3, 2026. Responses received after this time will be considered non-responsive.
  • Required Information: Responses must include your Business Name, Point of Contact, Address, Unique Entity ID (UEI), CAGE Code, and Telephone Number.
  • Submission Method: All inquiries and submissions must be sent in writing via email to the POC(s) listed below. Telephone inquiries will not be accepted.

4. DISCLAIMER
The Government will not reimburse any expenses incurred in responding to this notice. Capability statements will be used solely to determine whether to conduct this specific bridging procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full-and-open basis, based upon responses to this notice, is solely within the Government's discretion.
