Pricing is not provided and must be submitted by offerors in Volume I, alongside Technical (Volume II), Past Performance (Volume III), and Administrative (Volume IV) documentation. Evaluation is based on a best-value tradeoff process where technical capability and past performance, including compliance with SDS requirements and healthcare environment standards, are more important than price, and the award will not be made on a lowest-price technically acceptable basis. Performance will be monitored and evaluated through CPARS, and the Contracting Officer’s Representative at the clinics will conduct on-site inspections. Invoices must be submitted electronically via the Integrated Payment Portal, and compliance with SAM registration, UEI accuracy, and insurance requirements is mandatory. No supplies or packaging are required, as this is a service-only contract, and contractors must adhere to strict security, access, and confidentiality protocols, including prohibition of patient information disclosure and unauthorized use of government equipment.
