Full Description

The Government intends to award a sole source brand name for the issuance of a contract for Microsoft Premier Support. The requested licenses can only be purchase from Microsoft Corporation. Head Quarters (HQ) Army Materiel Command (AMC) has a contract requirement to purchase Software in support of HQ AMC SharePoint AEP. This requirement is to obtain a new commercially available license for SharePoint AMC Enterprise Portal, made by Microsoft. Approval is requested under the authority of 10 USC 2304(c)(1), IAW FAR Part 6.302-1(c), Application for brand-name descriptions; an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer. 10 USC 2304(c) (1) as implemented by FAR 6.302-1, Only one source and no other supplies or services will satisfy agency requirements. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR Part 13 and Commercial FAR Part 12 THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 1200 Noon (CST), September 27, 2017, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Information received will normally will be considered for the purpose of determining whether to conduct a competitive procurement only.
