NOTICE OF INTENT TO SOLE SOURCE - DXP Model 47 Fuel Filtration Unit

The U.S. Navy’s NAVSUP Fleet Logistics Center San Diego intends to award a sole source Firm-Fixed-Price contract under FAR Part 12 to DXP Enterprises, Inc. (CAGE Code: 1Q486) for the procurement of a custom-engineered DXP Model 47 Fuel Filtration Unit and associated components, including four Graco Quantum 130 Electric Diaphragm Pumps, specialized hoses, fitting kits, and a mobile aluminum base with fork pockets. The system is uniquely designed to meet the strict weight, footprint, and low-magnetic signature requirements of the LCS-2 variant main propulsion systems, specifically for installation aboard USS KINGSVILLE (LCS 36), and is intended to filter fuel before it enters storage tanks, reducing contamination-related downtime and maintenance costs. Only DXP Enterprises is capable of delivering this proprietary solution, as no other vendor has developed a technically equivalent system meeting the Navy’s mission-critical specifications, justifying the sole source action under FAR 6.302-1 and FAR 12.102(a). The total estimated contract value is $72,604, broken into four line items: the filtration unit at $45,850, four pumps totaling $19,460, a hose and fittings kit at $3,294, and shipping costs of $4,000, with delivery required by September 1, 2026, to Naval Base San Diego, CA, hand-delivered directly to the vessel at the pier.
