The U.S. Army Corps of Engineers, Seattle District Office, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with EarthCam Inc., of Upper Saddle River, NJ 07458. EarthCam Inc. shall furnish (a) unlimited cellular data service for six (6) EarthCam, Inc. brand construction cameras currently owned by the USACE Seattle District Navigation Section; (b) Robotic Camera Software Support Package (tech support, maintenance and software upgrades) including telephone technical product support for these six (6) EarthCam, Inc. brand cameras and (c) archiving Time - Lapse Service Platinum Service (1 image every 5 minutes). This procurement is based on an exclusive licensing agreement with the original vendor and no other vendor can supply the required support for EarthCam Inc.’s cameras. This is a single source since the ability to provide maintenance and updates to the cameras are proprietary.



A determination not to compete this proposed contract has been made in accordance with the Revolutionary Federal Acquisition Regulation (RFO) 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. This procurement is being conducted under Simplified Acquisition Procedures and only one source is reasonably available. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice.



Interested parties may identify their interests and capabilities no later than 12:00 PM Pacific Time on June 18, 2026. E-mailed statements are acceptable, but the senders bear full responsibility for ensuring complete transmission and timely receipt. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action, based on this notice, is solely within the discretion of the Government.
