Full Description
The U.S. Army Corps of Engineers, Seattle District Office, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with EarthCam Inc., of Upper Saddle River, NJ 07458. EarthCam Inc. shall furnish (a) unlimited cellular data service for six (6) EarthCam, Inc. brand construction cameras currently owned by the USACE Seattle District Navigation Section; (b) Robotic Camera Software Support Package (tech support, maintenance and software upgrades) including telephone technical product support for these six (6) EarthCam, Inc. brand cameras and (c) archiving Time - Lapse Service Platinum Service (1 image every 5 minutes). This procurement is based on an exclusive licensing agreement with the original vendor and no other vendor can supply the required support for EarthCam Inc.’s cameras. This is a single source since the ability to provide maintenance and updates to the cameras are proprietary.
A determination not to compete this proposed contract has been made in accordance with the Revolutionary Federal Acquisition Regulation (RFO) 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. This procurement is being conducted under Simplified Acquisition Procedures and only one source is reasonably available.
